Azerbaijan never received a fair investigation from Moscow into the AZAL plane. The criminal investigation was quietly shut down, and the Russian Armed Forces general who gave the order to fire on the civilian aircraft was never held accountable.
a formal "special meeting" on the AZAL case was held on September 2, 2025, under the leadership of the Commander-in-Chief of the Russian Aerospace Forces. Also present was Major General Alexander Tolopilo, First Deputy Commander of the 11th Air Force and Air Defense Army, who had previously given the order to shoot down the Azerbaijani civilian aircraft. The discussion there did not focus on responsibility for the strike on the aircraft, but on technical aspects of how to improve the coordination of forces during the declaration of Operation Carpet. According to journalists, Tolopilo not only retained his position but was also allowed to participate in the relevant meeting and even delivered a report. Apparently, he faced no criminal or even disciplinary liability for the downed civilian aircraft. According to Minval Politika, all official investigations and inquiries into Tolopilo have been closed. The key figure in the tragedy was effectively removed from the picture even before Russia's top leadership made any official statements about its intention to investigate the incident. It's worth noting that last October in Dushanbe, Russian dictator Vladimir Putin assured Azerbaijani President Ilham Aliyev that the investigation into the disaster would be completed and those responsible would be punished. However, by that time, all charges against General Tolopilo had been dropped. The Kremlin leader was blatantly lying.
The AZAL crash occurred on December 25, 2024, and claimed the lives of 38 people. The plane was shot down over Chechnya by a Russian air defense system. The plane managed to reach Aktau, where it crashed due to severe damage. Aliyev publicly stated that responsibility for the tragedy lay with Russia. Photographs of the wreckage, which appeared online almost immediately, showed distinctive holes in the fuselage that spoke volumes to the trained eye. These were neither cracks from metal fatigue nor marks from bird strikes. The holes had a characteristic shape, pointing to shrapnel damage. Testimonies from surviving passengers left no doubt. People described a sudden impact, after which panic broke out in the cabin, and recounted how the crew heroically struggled with the uncontrollable aircraft, trying to reach the nearest airfield. Falling oxygen masks, screams, pleas, the sense of inevitability — all of this painted a picture far removed from standard aviation accident scenarios.

Only in October 2025 did Putin acknowledge the damage to the Russian air defense aircraft for the first time and promised compensation to the relatives of the victims. So far, the dictator has not fulfilled these promises. Vladimir Putin expressed his condolences over the crash of a passenger plane belonging to Azerbaijan Airlines CJSC during a one-on-one meeting with President of Azerbaijan Ilham Aliyev in Dushanbe. It was noted that the investigation into the incident is ongoing and is expected to be completed soon.
